One national unit, different issuing bodies
Every White Card in Australia certifies the same thing: successful completion of CPCWHS1001 Prepare to Work Safely in the Construction Industry. What changes between states is the agency that prints and registers the card, and the delivery method that agency will accept.
| State / territory | Issuing regulator | Accepted delivery |
|---|---|---|
| NSW | SafeWork NSW | Face to face or live supervised online class |
| QLD | WorkSafe Queensland | Face to face or live supervised online class |
| ACT | Access Canberra | Self-paced online plus a live assessment session |
| VIC / SA / TAS / NT / WA | Respective state WHS regulator | Set by that regulator |
The ACT nuance most people miss
Access Canberra issues ACT construction induction cards separately from other jurisdictions and permits a different course format. An ACT card is still nationally recognised and accepted interstate, but the reverse assumption trips people up: some ACT worksites and government contracts prefer an Access Canberra card on file, so if the bulk of your work will be in Canberra, train for the ACT. Our ACT White Card course page sets out that format in full.
Train for where you work, not where you sleep
The most common misconception we hear on the phone is that you must train in the state listed on your driver’s licence. You do not. A worker living in Tweed Heads who works on Gold Coast sites should hold a Queensland card; a Queanbeyan resident working across Canberra should train for the ACT.
If you split your time across borders, choose the jurisdiction with the stricter delivery requirement. A card earned through a live supervised class in NSW or Queensland satisfies every other state, whereas a card earned through an unsupervised self-paced course may not — which is the whole point of choosing the right course format.
What to carry on an interstate job
Take the physical card, a photo of both sides on your phone, and a PDF of your Statement of Attainment. Inductions on unfamiliar sites ask for the card number and your name so the supervisor can check the issuing register — see how employers verify a White Card. If the card itself has gone astray, a replacement is straightforward and does not involve redoing the course.
Frequently asked questions
Is a NSW White Card valid in Queensland?
Yes. CPCWHS1001 is a nationally recognised unit, so a card issued by SafeWork NSW is accepted on Queensland sites and vice versa.
Do I need a separate White Card for each state?
No. One card covers you nationally. What matters is that the training was delivered in a format the regulator in the state you work accepts.
Should I train in the state I live in or the state I work in?
Train for the state you will be working in. Delivery requirements differ — for example NSW and Queensland require live supervised delivery — so choosing by workplace avoids problems at induction.
What is different about the ACT?
Access Canberra issues ACT cards separately and accepts a self-paced online course combined with a short live assessment session, which NSW and Queensland do not.
Will a site reject an interstate card?
It should not, but individual builders can impose extra induction requirements. If you are told your card is not accepted, ask which regulation they are relying on.
Does my card work in WA, SA, VIC, TAS or NT?
Yes — the unit is recognised nationally in every state and territory, though we currently deliver courses for NSW, QLD and the ACT only.
